The United Arab Emirates is keen on the selection of qualified religious scholars, called “Muftis”, for issuing fatwa. Fatwa is a ruling on an issue in Islamic law given by a recognized scholar or authority. Fatwas issued by the competent governmental authorities are subject to a disciplined mechanism in preparation, review, approval and dissemination. In issuing a fatwa, Muslim scholars depend on a number of sources including the Holy Quran, the Sunnah (traditions) of Prophet Mohammed (Peace be upon Him), consensus (Ijma’a), legal analogy (Qiyas), and in some cases, the opinions of other scholars. Muftis must also take into consideration the time, place and the state of the enquirer.
